What happened

Scape has opened procurement for its next Construction Works and Services Framework, a national vehicle worth up to £8bn covering England, Wales and Northern Ireland, Construction News and New Civil Engineer reported this week. The public sector procurement body is offering up to 15 contractor places split across five lots, with requests to participate due by 2pm on 9 October and the award decision expected in July 2027. Work is due to run from 2027 to 2031, with an option to extend by two years.

The biggest lot is a £4bn England general construction package spanning everything from small works to schemes above £500m. Alongside it sits a separate £2bn England residential lot covering housebuilding, decarbonisation and retrofit, including projects over £500m. Wales gets its own £1bn construction and housing lot, while Northern Ireland is split into a lower value lot worth £250m and an upper value lot worth £750m. Craig Murphy, Scape's director of frameworks, said the structure reflects "an evolved legislative environment" and closer market engagement with both contractors and public bodies.

Why it matters

Frameworks like this one set the shape of public sector construction workloads for years at a time, and a five lot structure with three delivery partners per lot means a wider spread of contractors will be carrying live public work through the back half of the decade than under a single winner-takes-most deal. Splitting out a dedicated £2bn residential and retrofit lot is also a signal in itself. It tells the market that decarbonisation and retrofit work, not just new housing starts, is now big enough to warrant its own procurement route rather than sitting inside general building.

The eleven months between now and the award decision will be a busy stretch for bid teams, and the framework itself will not put spades in the ground until 2027. But the shortlist named next July effectively becomes the list of contractors with guaranteed access to public sector pipeline for the following four years, which matters as much for where people choose to build a career as for where the work sits.
