It was a quiet week for headline moves. No tier one chief executive changes, and no big programme shake ups, landed in the last few days. But two stories stand out: a change of leadership at one of Laing O'Rourke's specialist trading units, and a new strategy seat created at the top of Balfour Beatty.
Laing O'Rourke: Conor Considine takes over Expanded Structures. He took the top job on 19 October, nineteen years after joining the business in 2007 as a site engineer. He progressed through project leader to operations leader before this promotion, with Old Oak Common and the Olympia redevelopment on his CV. He replaces Stephen O'Rourke, Ray O'Rourke's nephew, who left last month to explore opportunities outside the business.
A family name stepping away from a specialist trading unit, and an engineer promoted from the ranks stepping in, reads like a business leaning on delivery credentials and modern methods of construction rather than lineage. A name and track record like Stephen O'Rourke's suggests he will not be out of this market for long.

Balfour Beatty: Emma Loxton joins as Chief Strategy Officer. The newly created role reports directly to group chief executive Philip Hoare. Loxton joins from McKinsey, where over more than a decade as a partner she most recently led the firm's UK Advanced Industries and Transport and Infrastructure practices, and she was earlier a senior policy adviser in the Prime Minister's Strategy Unit.
Contractors do not often create a strategy seat at the top table without reason. With the Evolve, Energise, Explore growth plan already in motion, the appointment reads as a signal of more portfolio shaping to come, and a marker of how much government relationships matter on the big programmes.

Farrans: a £36m loss in its first year under Sisk. The Belfast contractor swung from a £3.2m profit to a £36m pre tax loss after taking fresh provisions against legacy contracts, with turnover down 22% to £298m. Sisk bought the business from CRH on 31 October 2025. No leadership changes have been announced.
A hit like that landing in a new owner's first set of accounts has, elsewhere in this market, often been followed by a senior reshuffle.
