Twelve senior UK construction and infrastructure moves this time, the largest batch since early September and double the size of the previous one. Chief executive and managing director roles form the single biggest group in the mix, spanning Permasteelisa's incoming group chief executive to BAM's new regional director for Scotland. Balfour Beatty continues rebuilding its top table, adding a chief strategy officer from McKinsey, while AtkinsRéalis promotes internally to lead its transportation arm. Robertson Construction, Lendlease and BAE Systems all lose a senior leader to a rival in this batch.
Seb Fossey joins Permasteelisa as Group Chief Executive, arriving from McGee. He joined McGee as operations director in 2017 and was appointed group managing director in January 2020, having spent 14 years before that at Laing O'Rourke. The move hands the top job at a global facade specialist to a contractor boss from the UK market, who will oversee regional chief executives across Europe, the US, Asia Pacific and the Middle East. Simon Gorski joins Stepnell as Managing Director of Construction, arriving from Lendlease. He spent twenty years at Lendlease, most recently as European managing director of its construction business, having joined as a commercial manager in 2004 after ten years in the British Army. Stepnell's chief executive said the appointment would help take the contractor into new regions and expand its client base, as the Rugby-based firm eyes twenty per cent revenue growth this year. Emma Loxton joins Balfour Beatty as Chief Strategy Officer, arriving from McKinsey. She spent more than ten years at McKinsey, most recently as a partner leading its UK advanced industries and transport and infrastructure practices, having earlier been a senior policy adviser in the government's Prime Minister's Strategy Unit. She joins in October to shape the group's long-term strategy, with chief executive Philip Hoare citing her record of helping organisations sharpen performance and deliver change. The hire adds external consulting expertise to Balfour Beatty's top table as the group builds out its priority growth markets in UK energy, transport, defence and US buildings. Justin Norman joins AtkinsRéalis as Managing Director, Transportation. He has been with the company for more than twenty years, joining Atkins in 2003 and progressing through senior roles across the UK, Ireland and Europe, including managing director of its Ireland business and, since April, interim head of the transportation unit. He now leads a team of more than 2,000 people spanning rail, highways, local transport and maritime, succeeding Colette Carroll OBE, who moves to become AtkinsRéalis' global market lead for rail. Reported by Construction Index.
Neil Holm joins HS2 as Chief Programme Officer, arriving from BAE Systems. He was most recently chief operating officer at BAE Systems, overseeing the transformation of its shipbuilding business, and before that led the Transpennine Route Upgrade as managing director through its approval and early mobilisation. He starts on 5 October as part of chief executive Mark Wild's reset of the project, joining the executive team tasked with completing the railway's construction and preparing it for passenger services. Reported by Rail Business Daily.
Mike King joins BAM as Regional Director for Scotland, arriving from Robertson Construction Group. He was executive technical director and a board member at Robertson, bringing nearly 30 years in engineering, project management and operational leadership. He takes up the post on 17 September, leading BAM's construction business in Scotland, where the contractor has a long-standing presence in healthcare and education work including the £72 million Parkhead Health and Social Care Centre in Glasgow.
