What happened

New Civil Engineer and Construction Enquirer reported this week that Transport Scotland has shortlisted five bidders for the final stage of its £1.94bn A9 Dualling Delivery Framework: a Balfour Beatty and Morrison Construction joint venture, Graham, Hochtief, Kier and Wills Bros. The five have been invited to submit final tenders covering the remaining 58 miles of the Perth to Inverness route, the last stretch of a dualling programme that has run for well over a decade.

The framework splits into two lots. Lot 1 covers three individual contracts each worth under £400m; Lot 2 covers the two largest remaining schemes. Bids will be judged on a 70:30 quality-to-cost split, and Transport Scotland is aiming to appoint its framework partners before the end of the year. A framework place does not guarantee construction work, contracts are still let individually against it, but it is the gateway.

Why it matters

The A9 dualling programme is one of the longest-running commitments in Scottish infrastructure, targeted for completion by the end of 2035. Getting onto this framework effectively secures a decade of pipeline visibility for whichever firms make the final cut. For a Scottish civils market that has had thinner order books than the rest of the UK in recent years, a programme of this scale and duration is a rare anchor.

Whichever firms land places will need to resource up fast, expect a wave of hiring in site engineering, temporary works design and commercial roles based around Perth, Pitlochry and Inverness as the framework beds in.

It is also a useful signal if you are weighing a move north: five credible bidders chasing one long-term programme means the firms that miss out on the A9 framework will likely look harder at other Scottish infrastructure work to keep teams together, which could open opportunities elsewhere in roads, rail and energy.
