What happened
BW: Workplace Experts, the London fit-out and refurbishment contractor, has confirmed a series of senior leadership appointments following the handover of its chief executive role, Construction News and Construction Enquirer reported this month. Steve Elliott stepped down as chief executive at the end of July after 12 years running the business, handing over to Anthony Brown, previously the firm's chief marketing officer.
Under the new structure, Peter Nagle, who has worked at BW for 21 years, becomes chief operating officer with responsibility for project delivery, resourcing, operational performance and quality. Paul Kavanagh, who joined the business in 2010, has been promoted to managing director, working alongside existing managing director Kevin P'ng. Rachel Tabone, who has spent four years leading the firm's culture and talent strategy work, becomes people director, and Helen Mulligan Lowe takes on a new sales director role. BW said the four appointees represent more than 50 years of combined service at the company.
Why it matters
This is a promote from within story, not an external hire, and that choice tells you something about how BW wants to be read: continuity of culture and client relationships through a leadership change, rather than a reset. Fit-out and refurbishment has been one of the steadier parts of the construction market through 2026, with occupiers reconfiguring office space rather than commissioning new builds, so a contractor in that space signalling stability at the top matters to clients weighing multi-year workplace programmes.
It is also a marker for the wider market. Contractors that promote long-serving operational staff into COO and MD roles rather than buying in from outside are, in effect, telling their own workforce that the internal route to the top is real. In a sector where director level moves are more often lateral transfers between firms, that is worth noting.
What it means for careers and hiring
If you are mid-career in fit-out, commercial interiors or workplace consultancy and eyeing a longer-term move toward operations or commercial director level, BW's reshuffle is a useful data point: all four of the newly appointed leaders built their case over four to 21 years inside the same business, in operational, commercial and people roles rather than pure business development. That is a slower route than jumping between contractors every two or three years, but it clearly still gets you to COO and MD.
Practically, a new chief executive and a refreshed top team usually means a period of organisational change underneath them, new reporting lines, and often a hiring push to backfill the roles vacated by the promotions. Kavanagh's old commercial role and Tabone's prior people function will need covering, and BW's stated focus on operational leadership and project delivery under Nagle suggests site facing project management and delivery roles are where the next hires will land. Worth a look if workplace fit-out is your patch and you want in with a firm that has just shown it promotes its own.
